HR Isn’t a Department. It’s a Responsibility.

Most small business owners I talk to tell me the same thing: “We don’t have HR.”

I get it. You don’t have an HR department. But the moment you hired your first person, you took on a set of obligations most owners didn’t even know existed — and nobody handed you the manual. That’s not a criticism. It’s just reality.

This week’s episode of Don’t Waste the Chaos kicks off a new series: the 13 HR Foundations. Over the next several weeks I’m walking through every system that holds up a healthy people operation. Episode 1 is the one that sets the tone — the HR mindset and your responsibility as an employer.

Here’s the frame I use after 20 years of doing this. There are four buckets:

Bucket 1: Foundational systems — employer responsibility, hiring, onboarding, policies, compliance. Every engagement I do starts here. If the foundation isn’t solid, nothing built on top of it holds.

Bucket 2: Operational systems — compensation, classification, leave, performance, discipline. This is where most of you actually live. Putting out fires, day after day. And it’s almost always because Bucket 1 was thrown together.

Bucket 3: Strategic systems — workforce planning, leadership development, culture, HR metrics. Where you want to live. You can’t get here until the first two are squared away.

Bucket 4: Infrastructure — HR payroll tech, tools, workflows. The plumbing that holds it all together.

Most small businesses are stuck in Bucket 2 because Bucket 1 was thrown together. That’s the loop I want to help you break.

In the episode I walk through the six employer responsibility categories I use with clients — compliance, people leadership, hiring & onboarding, comp & benefits, performance, and transitions. Quick gut check: 70% of employers who experience an employee-centric lawsuit never recover financially. Leading with heart is a beautiful way to live, but it doesn’t beat a misclassification or a missed I-9.
